According to Decree 39/2017/ND-CP, like animal feed products, aqua feed products must be licensed by the Ministry of Agriculture and Rural Development (MARD) before being circulated on the market or imported.
However, when the Law on Fisheries and its guiding documents came into effect on January 1, 2019, the regulations related to aqua feed in this Decree were abolished. Accordingly, organizations and individuals producing and trading aqua feeds need to comply with the following requirements:
- Being an establishment that has been granted a Certificate of eligibility for aqua feed production
- Only produce and trade in aqua feed products with ingredients approved by MARD
- Must provide product information that they produce/import on the National Fisheries Database. Aquatic feeds are only allowed to be circulated on the market after being granted a receiving code on this system.’
- Declaration of conformity for each type of aqua feeds must be made according to the respective national technical regulations before being circulated on the market.
Required documents for the procedure of providing aqua feed product information before being circulated on the market:
Domestically produced aquatic feed products:
- Product information sheet, product label sample
- Certificate of eligibility for aqua feed production
- Test report issued by the laboratory designated or recognized by MARD
- The conformity certificate issued by a organization designated or recognized by MARD
- Basic Standard
Imported aquatic feed products:
- Product information sheet, product label sample
- Certificate of quality management system
- Test report issued by the manufacturer
- The conformity certificate issued by an organization designated or recognized by MARD
- Basic standard
- Certificate of free sale issued by the competent authority of the origin country
